The second Star Coin is just after the checkpoint, on a platform in the upper- right of the screen in front of the wall of ice.

It will fall down, taking you to the coin. Edge along the rope, then wait for a gap and drop down onto the central block. At the bottom of this area is the first Star Coin. Eventually, you will come to four of them rolling into each other across some thin platforms. From the start of the level, head right and avoid the rolling spiked balls of ice.
